In the circumstances, while

appreciating the value of your report

and recognising the weight which

should properly be attached to

your opinions on all actuarial

matters, Mr. Thomas feels that it

is difficult for him to ask the

Hong Kong Government to pay the sum

of £56.5.0 for the production of a

report rendered in such circumstances.

In view of the explanations

contained in this letter, you may be

willing to agree that this matter

should be allowed to stand over until

the final decisions of the Hong Kong

Government as to the adoption of the
